Organization & Responsibilities in HSE program in the project required.

1. Site Manager
The  Site  Manager  represents  Contractor  at  the Site  and  directs  all the activities  to  be carried  out  on  the  Project  in  accordance  with  the  Contract  requirements  and  relevant laws and regulations. 
HSE responsibilities for the site include but not limited to: 
  • Assuring that HSE procedures are adopted for defining methods and systems to be applied.
  • Assuring that all relevant laws, regulations and other requirements in terms of HSE are respected.
  • Maintaining  HSE  relations  with  Owner,  Subcontractors,  and  Vendors  and  with Governmental Authorities and organizations for all items regarding HSE.
  • Overall  in  charge  of  the  Project  HSE  organization,  including  medical  care  and first aid, safety and health Training, etc.
  • Organize a HSE committee and to act as the Chairman. 

2. HSE Manager
The HSE Manager‟s general responsibilities are as follows, but not limited to:
  • Implementing and maintaining the Contractor‟s HSE Plan.
  • Ensuring   the   HSE   Management   Systems   and   processes   are   implemented, maintained and complied with by the Contractor and Subcontractors.
  • Reporting on the HSE performance of the Contractor and Subcontractors to the Site Manager.
  • Guide management in Hazard assessment, management and mitigation. 
  • Incident, accident prevention and mitigation
  • Ensuring compliance to the Owner‟s HSE requirements. 
  • Assisting  the  Site  Manager  by  proving  guidance  and  advice  pertaining  in  all  HSE related matters. 
  • Ensuring  that  all  activities  regarding  HSE  are  carried  out  in  accordance  with  the Contractor‟s HSE Plan and Procedures.
  • Overseeing Subcontractors activities as to comply with the law and regulations and other relevant requirements.
3.  HSE Supervisor 
The HSE Supervisors shall assist the Site HSE Manager by ensuring that the provisions of the Project HSE Plan and other HSE related requirements are correctly complied with by   Contractor  personnel  and   Subcontractors   in   each   working   area.   The   HSE Supervisor‟s general responsibilities include the following, but not limited to: 
  • Supervise the installation in respect of all safety related matters. When the Site HSE Manager  will  be  away  for  vacation  or  on  leave  he  will  also  take  over  his responsibilities. 
  • Assisting the Site HSE Manager to achieve a minimum-risk during the construction phase  of  the  project,  which  satisfies  all  regulatory  requirements,  Corporate  and Owner, propose preventive actions. 
  • Coordinating the development of project HSE rules and regulations. 
  • Providing HSE advice, support and training. 
  • Ensuring   the   day-to-day   implementation   of   the   Contractor‟s   HSE   Plan   and Procedures. 
  • Ensuring   that   all   employees   (including   new/transferred   employees)   receive appropriate induction and training on the general and particular site risks, and inform them of the means for prevention placed at their disposal. Monitoring and reviewing the operational conditions of the emergency facilities. 
  • Investigating all incidents. 
  • Requiring  the  directly  responsible  authority  to  immediately  stop  any  work  whose execution he deems to be dangerous or likely to imperil the health and safety of the personnel. 
  • Identifying and evaluating risks and propose preventative measures. 
  • Reporting   HSE   performance,   identify   and   implement   corrective   actions   and/or performance improvements to Site HSE Manager.
  • Advising  the  Site  HSE  Manager  of  any  necessary  required  actions  to  improve working and living conditions in the field under the individual responsibility.
  • Inspecting   the   Worksite   daily   and   reporting   and   correcting   unsafe   acts   and conditions.
  • Acting in an advisory capacity on all matters pertaining to safety as required for the guidance of management.
  • Maintaining   the   accident   /   incident   record   system,   making   necessary   reports, personal  investigations  of  fatal  or  serious  accidents  /   incidents  and  checking corrective actions.
  • Making  personal  inspections  for  the  purpose  of  identifying  and  correcting  unsafe / acts / conditions or unsafe work practices before they cause accidents. 

4. Environmental Supervisor
The Environmental Supervisor‟s general responsibilities include, but not limited to: 
  • Reporting to HSE Manager.
  • Assisting the project to achieve a minimum-risk during the construction phase of the project, which satisfies all regulatory requirements, Corporate and  Owner, propose preventive actions. 
  • Works with the HSE Supervisor to coordinate the development of project HSE Rules and procedures; participates and contribute towards the project HSE training plan. 
  • Advising  the  HSE  Manager  of  any  necessary  required  actions  to  improve  working and living conditions in the field under their individual responsibility.
  • Maintaining contact with respective government authorities on environmental control measures.
  • Establishing and update procedures to examine and evaluate the effect of activities on the environment (waste, noise, air pollutants, sewage, noise, etc.).
  • Monitoring Environmental impacts regularly. 
  • Analyses and monitor the water quality for drinking or other uses. 
5.  Clinic Supervisor (Medical Staff) 
The responsibilities of the Clinic Supervisor will be: 
  • To  deal  with  medical  emergencies  and  common  illnesses  to  promote  good  health and advice staff on measures to protect themselves from health hazards. Depending upon the job in the field, the emergencies could be of various natures e.g., fractures, burns, cardiac problems, heat stroke, exhaustion and snake bites etc.
  • To carry out inspections/audits for monitoring health and hygiene conditions and give suggestion for remedial actions.
  • To arrange basic first aid training to all staff provided by third party. 
  • To maintain field clinic equipment and provide required medical services to the staff by utilizing the given resources in the most cost effective manner.
  • To  develop  a  pest  and  vector  control  program  to  address  site  condition  (e.g. mosquito spraying, snake bites, vipers, sand fly, and etc.) 
  • To maintain records of the first aid treatment rendered including date, time, name of injured person,  identity  card,  address,  telephone,  injury,  circumstances,  treatment rendered and action taken etc. 

6. Responsibilities of Discipline Managers and Supervisors 
Generally assist the Site Manager / HSE Manager in the execution of their duties and in particular. The  Discipline  Manager  and  supervisors'  responsibilities  include,  but  not limited to: 
  • Being familiar with the requirements and recommendations for Safe Work Practices, Method Statements  and Risk  Assessments  etc. applicable to  their  work  place and ensure that they are enforced. Incorporating HSE instructions into the routine day to day orders and make sure they are understood and obeyed.
  • Preventing site persons from taking unnecessary risks.
  • Ensuring that all operatives / labor are suitably trained for the work in which they will be engaged in.
  • Ensuring  that  all-new  employees,  Subcontractor‟s  personnel  receives  induction training and adopt correct HSE precautions.
  • Checking   that   all   plant   and   equipment,   including   power   and   hand   tools   are maintained in a good condition and remove from use any defective items. 
  • Maintaining organized tidy and safe working areas.
  • Maintaining all welfare facilities in a clean and safe condition.
  • Ensuring  that  all  workers/personnel  are  provided  with  and  use  approved  personal protective equipment.
  • Ensuring that instructions are given in the use of any potentially hazardous materials. 
  • Discouraging horseplay and take action against those who consistently fail to take are of their own safety and of other persons working with them or in the vicinity.
  • Stopping any activity on site if in their opinion there is an immediate risk of injury to any site personnel, or the possibility of a dangerous occurrence happening. 

7.  Workers
All personnel employed on the project are responsible and accountable for the appointed duty  and/or mission  to  be  properly  completed  for  the  project  progress.  Their responsibilities include, but not limited to: 
  • Workers shall report to work in a fit and proper condition to perform their job in a safe and competent manner.
  • Workers  shall  observe  and follow all  established  HSE  rules  and  regulations. They shall adhere to all work directives and procedures for the tasks assigned (whether provided orally or in writing).
  • The use of personal electronic equipment such as hand phone, radio/tape sets shall be strictly prohibited at the site.
  • Workers have „STOP Work authority‟ when they observes unsafe situation.
  • Workers  shall  report   immediately  any  unsafe  act  or  condition  observed  to  a supervisor. 
  • Always uses personal protective equipment (PPE) in good working condition where it is required.
  • Encourages co-workers by words and example to use safe work practices on the job.
  • Makes suggestions to supervisor, safety committee representative or management about changes he believes will improve employee safety. 
8. Subcontractors 
Every Subcontractor working in the project is responsible for but not limited to: 
  • Prepare and submit to Contractor their own HSE Plan prior to work start for approval.
  • Submit weekly/monthly HSE performance to Contractor‟s HSE Office. 
  • Include  in  their  Site  organization  as  a  key  personnel  (directly  reporting  to  the Subcontractors Site Manager) an HSE Supervisor whose function shall be to assist the Site manager in assuring that all activities in the Subcontractors / Vendors scope of  work  on  Site are  carried  out  in  accordance  with  the  laws  and  regulations  in matters of HSE, the Project HSE requirements and safe working procedures.Ensure that all of their own personnel are aware of  HSE requirements arising from laws,  regulations  and  the  Contract  and  observe them  by  planning  appropriate training of their personnel and any Subcontractors they may use on the Project.
  • Identify   and   analyze   all   job   hazards   of   their   workplace,   apply   all   necessary preventative  and  protective  measures,  and  issue  personal  protective  equipment  to workers necessary for the work to be performed.
  • Ensure  regular  Site  safety  inspections  are  conducted  and  recorded;  appropriate maintenance  inspection  of  installations,  plant  /equipment,  work  tools  and  personal protective equipment, with the objective of identifying early any potential hazard.
  • Cooperate  with  Contractor  in  investigating  incidents/accidents  with  the  purpose  of identifying  the  root  cause  and  what  corrective  action  shall  be  enforced  to  prevent recurrence.
  • Attend HSE meetings and comply with the coordination procedures stated to prevent or  minimize  risks  that  could  possibly  arise  from  interference  between  different activities being carried out in the same areas. 
  • Timely  inform  Contractor  of  any  incident  /  accident  happening  with  the  required information for the HSE statistics, as per the incident / accident reporting procedure defined in the HSE manual.
  • The Subcontractors‟ HSE supervisor shall ensure liaison between the Subcontractor and the Contractor HSE organization.
  • Cooperate and coordinate with other Subcontractor at the work site.
